Mission Statement: The primary goal of the Nassau County Bridge Authority is to efficiently operate and thoroughly maintain the Atlantic Beach Bridge for safe and secure passage for its users.
ABOUT US
The Atlantic Beach Bridge is a 1,173-foot (358 m) long toll drawbridge carrying NY 878, connecting Lawrence and Atlantic Beach (Park Street), New York, while passing over the west end of Reynolds Channel. The bridge also provides direct access to the Rockaway Peninsula via Seagirt Boulevard. The original bridge opened in 1927, and the current bridge opened in 1952 and rebuilt in 1998.
LEADERSHIP
Raymond Webb
Executive Director
Raymond Webb was appointed Executive Director of the NCBA in December 2022. He is a former Senior Operations Executive and Regional Director of Facilities Management at the New York State Metropolitan Transportation Authority – Bridges and Tunnels (TBTA). In his role at the MTA, he held various cumulatively responsible positions including Superintendent of Operations, General Manager of Bridges and Regional Director of Bridges and Tunnels.
Ray has more than 30 years of knowledge and experience in his public service portfolio. His vast leadership and management knowledge of regional transportation operations and facilities management includes construction project management (roads and bridges), maintenance and engineering, customer service, public safety and security, and business and community relations. He holds an M.A. in Business and Public Policy from The State University of New York and Graduate Certificates in Construction Management, Six Sigma and Emergency Management.
Rosemarie Evola
Deputy Manager
Rosemarie Evola has been employed with the Bridge Authority for 30+ years starting out as a part-time cashier. She worked with Ernst & Whinney in New York City, prior to returning to the Bridge Authority as a full-time employee. She holds a Bachelor’s Degree in Accounting and Business Administration from Adelphi University.
Kristen Marsch
Assistant Manager of Administration
Kristen Marsch was appointed Assistant Manager of Administration of the NCBA in February 2024. Ms. Marsch has extensive finance, accounting, administrative and operations experience. In her career, she has held various financial and administrative roles including her most recent role as Chief Financial Officer at Seleni Institute. She has spent most of the last decade working at world-renowned entertainment venues including The Madison Square Garden Company and Carnegie Hall where she managed a $150M+ operating and capital budget.
She holds an MBA in Business Analytics from Binghamton University, Financial Management Certificate from Cornell University, and a Master Certificate in HRM from Villanova University. She is a member of Sigma Beta Delta and The Golden Key International Honour Society.

Samuel Nahmias
Chairman of the Board of Commissioners
Samuel Nahmias was appointed as the Chairman Commissioner of the Nassau County Bridge Authority in 2022. He was nominated by the County Executive and was appointed with full support by the Legislature.
Samuel is a two-decades plus proud resident of Nassau County, Starting out in Woodmere, and now lives in Lawrence with his family.
Mr. Nahmias’s background includes more than two decades in the data intelligence industry, providing valuable problem solving skills to organizations such as, Frost & Sullivan, The Economist, Forbes, Starbucks etc., before founding his own data intelligence firm nearly 20 years ago.
Today, Mr. Nahmias still heads up and is the driving force at the helm of STUDYLOGIC and sits on several boards. The company has given him the freedom to branch out his talents and engage in local community development projects and philanthropic causes.
Mr. Nahmias received his MBA in Macro Economics from the Institute of (YKT), A.E. School of Economics.

Vincent Pasqua
Vice Chairman
Commissioner Vincent Pasqua is a Director at Bank of America. Vince has worked in Finance for over 25 years at firms including JP Morgan, Royal Bank of Canada, Cantor Fitzgerald and Credit Suisse. Vince holds a Bachelor’s degree in Business Management from St. Francis College and is a long time resident of Atlantic Beach.

Arnold D. Palleschi
Commissioner
Arnold Palleschi was appointed a Commissioner of the Nassau County Bridge Authority in 2023. A lifelong resident of Nassau County, Mr. Palleschi has a wealth of experience in government. He has served as Commissioner of the Town of Hempstead’s Departments of Conservation & Waterways and the Department of Water. He currently holds the position of Senior Engineer with D&B Engineers and Architects. Mr. Palleschi earned a master’s degree in business from Adelphi University and a bachelor’s degree in engineering from Hofstra University.

Anthony J. Licatesi
Anthony J. Licatesi is the senior litigating partner at The Licatesi Law Group, LLP, a law firm with practice concentration in personal injury and no-fault arbitrations and civil litigation.
